How to choose a real estate appraiser in the Philippines

To choose a real estate appraiser in the Philippines, verify that they hold a current PRC appraiser license, ask to see a sample independent report, confirm they follow Philippine and International Valuation Standards, and check that they genuinely know your local market. A licensed, independent appraiser protects the number you rely on for a loan, a sale, an estate settlement, or a court case — and the wrong choice can cost you far more than the fee.

Verify a current PRC appraiser license

In the Philippines, real estate appraisal is a regulated profession. Under the Real Estate Service Act (RA 9646), only a Real Estate Appraiser licensed by the Professional Regulation Commission (PRC) can legally sign a valuation report. Before you hire anyone, ask for their PRC license number and verify it on the PRC website. If a provider cannot give you a number, walk away — an unlicensed appraisal will not be accepted by banks, courts, or the BIR. Ask whether their reports are independent

If your appraisal is for a loan, the report must meet the lender’s format and documentation requirements. An independent report includes a clear property description, comparable sales or the income approach where relevant, photographs from an actual ocular inspection, and a defensible final value. Confirm they follow recognized valuation standards

Credible appraisers work to the Philippine Valuation Standards (PVS) and the International Valuation Standards (IVS). These frameworks define how value is estimated, what must be disclosed, and how assumptions are handled. An appraiser who follows them produces a report that holds up to scrutiny from a bank credit committee, the BIR, or a judge — not just a number written on letterhead.

Make sure they know your local market

Value is local. An appraiser who understands your specific area will price flooding and elevation, road access, zoning, and recent nearby sales far better than someone parachuting in from another region. In Southern Luzon, for example, look for proven coverage in Cavite, Metro Manila, Laguna, Batangas, or Tagaytay. In a province like Cavite, that knowledge is city-specific: the market in Imus behaves differently from Bacoor, Dasmariñas, or General Trias.

Watch for these red flags

• No PRC license number. The single biggest warning sign.
• A value promised before inspection. A credible figure comes after an ocular inspection and market analysis, not before.
• Pressure to inflate the value. An inflated appraisal helps no one — banks reject it and it exposes you to risk.
• No written, standards-based report. A verbal estimate is not an appraisal.

Questions to ask before you hire

• What is your PRC appraiser license number?
• Can I see a sample of a recent, independent report?
• Do you follow PVS and IVS?
• Have you appraised property in my area recently?
• What is your turnaround time, and what do you need from me?
